Totally doable, depending on difference between kids. I got married the day after I turned 24, 9 months later had my 1st (premie). 10 wks later got pregnant with my second, 9 months later had #2. So like 20 1/2 months after chasunah had 2 babies. But even with full term babies, if someone gets married right after 18th BD, has 2 babies back to back, it's possible to have both before 20 th BD. Like I got married at 24 and had my second one at 25. Makes sense ? Or maybe she just got married at 14
