I know it's a little more expensive but the 99¢ store usually has toolboxes. They also sell caution tape.

You can use any yellow container, like the Chinese food containers, and add construction stickers.
Look in party city.
You can even add black electrical tape if you're really crafty.
You can use buckets
I saw on google images someone did a clear cellophane bag and then put a yellow shovel inside.

Adorable bag! I'm not sure where you're located but there's a store in boro park called Shopwise that sells a ton of prizes, tchotchkes, goody bags etc and I noticed some of her stuff is from oriental trading. Maybe check there. She's on 16th avenue by 44th street. But go yourself, no kids allowed in store.

Oriental has free shipping today. Not sure what the minimum is though to qualify.
