David's Bridal clearance. Because I think they have free returns.
There are also a few online custom places. Under $1000.
I liked Macy's selection and prices. Other department stores are good too. First look clearance, then sales. By doing it this way you could pay enough less that you can still have alterations within your budget. If it's a really great deal, get a second dress for the extra fabric to build the top or add sleeves and linings.
