Does anyone know what age this mitzva starts? Is it only a mitzva for the father?

I believe it's for both parents, maybe based on a drash on "at p'tach lo" regarding the fourth son. That may not be actual halacha, though- AYLOR I guess if it's an issue.
Gil hachinuch is probably the minimum, though I don't see why not to talk to toddlers about how Hashem took us out of Mitzrayim.

According to halacha, the mitzvah is only for the father. I don't think there's a set age, and it depends on the child's development and understanding.
