I have done it both ways and both come out good.
I just bought one from Pomegranate and they had a sticker to leave in bag and put into foil pan with 1 1/2" water, cover and bake at 350 for 2 1/2 hours.

Does it actually say corned beef on the package? If so, that means it's already pickled. No spices are necessary. When it's done the meat will still look pink and will be tasty and salty/well brined.
