In Tzfat there is a really nice Eida Careidis restaurant called Mendy's. I know that there are other places, and some that are only open Bein Hazmanim. If Tzfas Mehadrin is okay with you, there are tons of places!

Mendi's on Rechov Yerushalayim in Tzfas is under Badatz Eidah Chareidis. Also, at the turn-off from the highway to go up to the kever of Rav Shimon bar Yochai in Meron, there are a few restaurants all adjacent to one another - a fleishig place with hamburgers and hot dogs called "Etzel Shimon" (inside it says "Mr. Burger") under Rubin, a pizza place next door under Chasam Sofer, a bakery next door under Badatz Eidah Chareidis. I think there also may be pizza places in Tzfas under Eidah Chareidis, but we didn't manage to find them.
