I'm in the process of starting a business. I'm offering a very specific service that is best described as a mix of teaching and coaching in a particular skill/goal. My best guess is that pricing will be comparable to that of a package-based coaching business.
I want to set pricing according to packages rather than per hour or session. I also have several introductory and add-on services I intend to offer. What is the ideal way to set prices and prepare custom quotes for clients who want to tailor a package to their specific needs? Some packages will be much more labor intensive on my end, and I believe prices should reflect that. Keep in mind that this is a very niche field and in searching online I've found very few, if any, other businesses offering this service with this specific focus.

Try posting on LinkedIn. It's a very helpful platform for questions like these.

There are lots of factors that go into this.
Your hourly desires rate, your expenses per client, your education, insurance, taxes, marketing, education, web hosting, office supplies, to name just a few.
Nobody can respond accurately without an in depth understanding of all the numbers in your business.
Perhaps books about entrepreneurship will help you.
The E-Myth is a good one for first time business owners.
