Don’t know of any nearby. State parks with beaches tend to be cheaper. Like island beach state park charges per car.

Barnegat beach may be the closest.

We went to the beach in Deal and it seemed open to the public and no one asked for a badge or pass.

Deal beaches are $6 pp.

It’s interesting it says it’s illegal to go when there are no lifeguards. I go to the beaches after 5:30 and never had an issue.

Supposedly the beach in Deal closes at 5:30 but it's always open and people come and go all day long.
I guess in certain spots they're not strict with entry.

Being closed often has to do with legal liability as the public is put on notice that no lifeguard is present and they swim at their own risk.

If you have visited private pools in public spaces - I.e. a pool in a condo development, they will always have a sign stating there is no lifeguard present even though it's quite obvious there is no lifeguard. If there is a drowning, there is no ability to sue since a swimmer assumed the risk of swimming without a lifeguard.

Beaches will often state they are closed so they can prevent late night partying.
