Are u asking about a phone that texting can be turned off by the service provider or do u want a "kosher" phone that has no ability to text.?

Sure! search on ebay for kosher phone by alcatel / cricket wireless. It has no internet. Then you can buy a SIM card from US Mobile and do the 'phone plan with no text' only.

US Mobile is the company? How much is the monthly fee?

The phone I linked above has no text either, just calls.
You can get a plan from FreeUP Mobile for $15 a month, the plan has text but it won't work on the phone anyhow.

US Mobile is super cheap. I think it's $10 for phone without text. I'm paying $20/month for talk and text. they use the Sprint towers.
You can use any carrier you want but this is the cheapest that I know of.
