Had the same situation. Had some books couldn't renew because they had a hold. All library branches close to me are closed for covid. I called and they told me NOT to return them now if I live in a red zone.
Now I get billed for replacement - big fines. I called and emailed. I was told both times that the system automatically bills for the item not returned. However, I won't actually be charged if I return the item. I should wait for local branch to open and return it then. In the meantime, I can't renew items but I can download ebooks.
I was also assured it won't go to collection
