This keeps happening
My kids generally play outside nicely together. Suddenly a neighbor joins the fun and one of my kids comes in crying, feeling left out because dynamics shifted.
Easiest is for me to to say no neighbors
I probably should be spending time with and building up the one who's feeling bad?
But I need my kids to play outside I am supposed to be working now
Yes we have virtual school these days. But it happened all summer also.

Can you tell the neighbors kid to include her? Or ask your other kids to make her feel included?

I've asked so many times. They claim they are. It's just something with the dynamics maybe she feels less "in charge" and displaced?
Also I just remembered whenever I say so come play with me/help me - she really wants to run back outside she's not interested in my attention at the moment. She just gets so upset so easily and so often
