Upscale stores may be more expensive, but they tend to attract a classier clientele who don't just want whatever is trendy. Have them do all the legwork for you. I know a frum personal shopper at a Nordstrom's store, and she has lots of non Jewish clients who want to look put together by certain standards. She gets it. You'll also get amazing return policies, and much better quality stitching. Some places even have in-house seamstresses!
I think that getting one or two items at a time is a great way to start. I always suggest getting the perfect black skirt that is absolutely tailored to your figure. From there you can mix and match your tops. If material is taken in at the waist, make sure they don't cut it off. If the excess material is still there, it will be easy to let out the seam again if you gain weight.
A couple of well fitted blouses are also very helpful. Get cotton so you can wear them all year long. If you are busty, they can tuck in the sides so it won't look like you're wearing a potato sack.
