They always have when I flew. There may be different levels of tickets though

I like Jetblue. They allow carry ons.

JetBlue makes you pay for a higher class ticket if you want a carry on. Otherwise, it’s just a bag for underneath the seat.
I believe that delta is the most lax, understanding about children wearing masks.

we recently flew jetblue. They did not even suggest my disabled child to wear a mask. Seats are legroom are generous. Officially you need a higher class ticket for carry on but they were not enforcing.
