You can go to a salon and have them dyed, or you can get some hair color and try it yourself (very carefully!)
You can also buy tinted eyebrow gel, that is kind of like mascara, but not as dark or as stiff.

for $5 you can get something on amazon like a mascara but for brows. I got brown. it has to be done every day though.
for tishrei, I had them threaded and dyed and was pretty happy with that
