I've never done it so no personal recommendations, but I Googled for you in case you don't know Hebrew (what you'd want to google is "טיולי סוסים על חוף נתניה").

One place says they only do this in the winter season when the beach is mostly clear of people. This makes sense that they might not do it at all when the beaches are packed, so it may be that way for all places.

I did this 20 year ago. It was amazing! The horses went faster than I was comfortable with but the thrill was amazing. What an experience.
