Cheap and Jerusalem tend not to feature in the same sentence.
My parents used to stay at the El Dan, which is relatively cheap. It isn't mehadrin, if that's important to you.
The Beit ha'aracha in Bayit v'Fan might be another option.

We stayed at the Eldan a few years ago. It was okay, definitely a good deal for the location, but we were not wowed. They were doing construction in 2021, so I would check to see if that is complete. Check prices at the Prima Kings, the Leonardo, and the Herbert Samuel on Booking.com or Expedia. Lev Yerushalayim used to have very good rates, but I've been told the place needs some updating. There's a small place in the old city called the Sephardic House. My bil stayed there and said it was okay.

Also, what sort of amenities do you need? If they just serve breakfast is that okay, or do you need full board?
Many smaller hotels have popped up in the past few years that might fit your needs.
