I bought a nice ribbed skirt from.junnee online
It's a little big
How can I shrink it? (Can't return)
Can I wash and put in dryer?

I wouldn't try to do it intentionally. It might shrink way more than you want it to
I would sooner bring it to a seamstress and see what can be done

I Would soak in hot water, no soap, no rubbing. If it shrinks too much, soak again in warm water with a little fabric softener or hair conditioner, rinse and dry flat, stretching gently by hand to the size you want.
