You need to find more consequences than just time outs. The consequences should also be as related to the 'crime' as possible.
For example:
- you hit someone with a toy? the toy gets taken away for the rest of the day
- you throw food? the food gets taken away (you can offer something else to eat, no need to starve them)
- you won't put your plate in the garbage? no playtime until it is cleared
Having smaller consequences that aren't a time out widen your arsenal.
