I think that it comes from the words "od avinu chai" that Yosef asked his brothers. Yakov is referred to as Yisroel, the Jewish nation, as well. So it's od avinu chai? Am Yisroel chai!

It has no clear origin in the Torah, it became something of a slogan after the horrors of the war and of Soviet Russia.

The expression first appears in print in 1881, in the newspaper Hamagid, after the antisemitic pogroms that took place in that year. Carlebach composed the currently popular tune as a sort of anthem for the movement to free Soviet Jews, but the expression previously been set to music many times over and quoted in other songs.
