He can stay in Hempstead or golders green and take the train it’s about 20/30 minutes to notting hill.

I once worked in Notting Hill for a few weeks, there is a direct bus from Golders Green which did not take long (easier and cheaper than the tube). The nearest place for food/restaurants etc will be Golders Green but having to travel every day for minyan wont be easy.

There is a small community in Maida Vale, not far from Notting Hill. Primarily (maybe solely) Spanish & Portuguese. Lauderdale Road Synagogue is there, and they've also got a mikvah. No kosher restaurants.

Generally United Synagogue members are religious - but there will be a spectrum.

There will be a mechitza, the women may have uncovered hair, most will walk to shul.

But it's orthodox, not reform!
