How can I tell if a number is a landline or cellphone?

You cant always tell. People sometimes port landlines to cellphones.

In the USA you can't tell (unless they live in one location and their phone number is a different area code. Like living in Miami with 718 NY area code).
In EY cell phones have different area codes.

If I send a text to a landline, will I get a text back that it didn't go through?

Yes you should.
Maybe test it by sending to a number you know is a landline

No, I do not get a text back that it didn't go through. I've mistakenly texted a friend's landline and couldn't figure out why she wasn't responding for so many days. I have an android.

Even that isn't fool proof.
If you have a VoIP line, you can have an area code of wherever.
When we moved we took our number with us for a while and forwarded it to our new number until I no longer got free service and decided it wasn't worth it.
(We got a beautiful nachas call like 7 years after we moved only because the Rav who called knew our old house number!)
