I stayed in Prima Royale last week. It’s across from Dan Panorama and not far from Inbal. Paid $120 per night, which included breakfast which was nice.
The room was very small but clean. I shared it with my teenage daughter.
Both of us are low maintenance, so we were happy. We barely spent any time in the room.
There is a rooftop in the hotel which at this time of the year was empty. I watched a sunrise there and davened all by myself.

What time of year? Now is the least expensive time to visit, but prices will shoot up for Pesach and in summer.

Jerusalem is expensive, so $150/night during high season will be very tricky.

Go to an aggregator site, such as hotels.com or Expedia and put in your dates and your max price and you'll get all the hotels in Jerusalem in your budget.

Check the Eldan. It's right across from the King David and down the block from the Waldorf, but with excellent prices. Not sure if you'll get under $150, but it might be around that. We paid $165 in high season.
