Black, unless you can match that exact shade of blue.
I would do black tights as well, but nude is also fine.

Either tights work.
Looks like u can pull it shut with a snap all the way up if it has the give. Otherwise black shell

OP it is such a gorgeous dress. Maybe you can get a snap as someone above mentioned, or a small piece of material sewn in at collar. Good luck!
