Does anyone have information as to the type of community Southbend Indiana is?

Awkward question: do they purposely try to discourage people who can't pay tuition (would just use stipend) from moving there?

I was politely discouraged from moving there, don't want to give details. It could have been for a few reasons, but wondering if mostly because we wouldn't have paid tuition...

I know that officially the day school takes all Jewish kids and will just take the Indiana stipend for families who don't make a lot, but I'm wondering if they try to discourage people who can't pay, or if they try to discourage people who they think won't fit in for other reasons
