as long as he's past the putting everything in the mouth stage,
put him in the bathtub and let him shmear shaving cream on the walls.
get a rubbermaid bin or shoebox and fill it with rice and beans and put a table cloth on the floor under the surface you do it in (for easy clean up)
use as an indoor sand box- and it's kitniyos, not chometz. can do same with cornmeal but more messy. kids love the cool soft feel of the rice and you can use scoopers like used laundry detergent cups or baby food jars for filling and pouring, and then hide little menchies in there, he finds them, take turns.

My son is the same age, he likes to bake with me, we go out. he "washes" the dishes..I let him stand by the sink and give him two dishes and he "cleans them with water and sponge.
B'H he is a good self entertainer, and can find sillilest things to do to keep him busy.

mine loves playdough- and you can use lots of gadgets w/ that. we make "challahs," snakes, letters, shapes... w/ the playdough.
could you go out to the library? my dd could spend hours there.
she also likes to go shopping for me. she takes a pocketbook and her stroller and I tell her different things I need from the store. and she'll also cook for me in her play kitchen. (but maybe these are girly things)

I put a plastic mat on the table 7 let her paint. Or try Crayola's Color wonder finger paints. No mess!
