Someone just blocked me in. They parked in a red zone and now I cannot get out of my spot. Frum guy too. Saw him exiting his car and walk up the block. 
Now I am sitting in my car and cannot leave. I have to go somewhere. I didn't see where he walked to but what am I to do?!? It has been a few minutes already and no sign of him.

And cops won't come for something like this. I live in a blue city in a blue state with high crime that they won't prosecute. So by the time they come the car will be moved.
If this was your DH know that he severely inconvenienced me, made a huge chillul Hashem, and caused a hassle for my whole family.

I would at the very least leave a note telling him that he caused you extreme inconvenience and his life is not more important than your life.
