The OU holds flour can be sold (for those that don't sell chometz gamur).

Yes.
According to this list of chometz she'avar alav Pesach from the star K by Rabbi Dovid Heber, wheat bran is prohibited (indicating chometz gamur) while wheat flour is permitted
(and ha, I asked DH to find out, he did a search and came up with this thread  )
