aside for the clips, which dont work and then the kid loses the gloves with the clip, what works well? the gloves could be sewn to elastic, but what about the scarf and hat? any good ideas?

Elastic strips that I sew onto the coat and hat Also attach each glove tithe sleeves. Scarfs get attached on the outside back of the coat.

Our school has a rule-no elastic. Some of them are long and can be dangerous. I never had a problem with the glove clips. The hat has a label and they put it in their briefcase when taking off. The scarf stays home-its not needed to go on the bus...

Our school doesn't allow elastic either. So I sew on a tiny one inch pice of elastic for gloves, and about 2 in for hat.
Safe enough.
Clips fall off and get lost fast together with gloves and hat.

Whatever you do, DON"T use safety pins! One hard tug and they will come undone, and then you'll be dealing with a nasty puncture wound. Kids love to take things apart, so anything that can be clipped, pinned, etc. WILL get figured out and undone sooner or later. Sewing is your only real option.
If you're lousy at sewing, you can get your dry cleaner to sew the little straps on. Figure the cost against constantly replacing lost mittens and scarves. Hats are a bit harder, but a knit hat can be sewn from the nape of the neck to the back of brim with a fairly short piece of fabric, much too short to be a strangling hazard. Even better, buy a coat with a hood and made sure that it is sewn on tightly (most coats have a button on hood, which will be lost immediately).

another one for the elastic sewn directly to the glove & put through the sleeves alternatively a shorter piece sewn to the sleeve of the coat as well ... the clips they make always fall off
