I made it once and doubled the tomatoes/garlic/spices and it was still too bland for my taste. I would just taste and season as needed. IIRC, you cook angel hair pasta and mix in fresh chopped tomato, scallions, fresh crushed garlic, basil, salt and pepper.

I happened to have the book right in front of me so here it is:
1/3 cup olive oil
1 bunch scallion, chopped
2 cloves garlic, minced
2tsp salt
1tsp ground black pepper
4tbsp fresh basil chopped
3 tomatoes diced
1 (1lb) box angel hair pasta
heat olive oil in large skillet over medium heat. Add scallions, garlic, salt, pepper, basil and tomatoes and saute for five minutes. Set aside.
Cook pasta according to pacakge directions. Drain. Add scallion mixture to pasta and toss to combine.
I have never made it though, if it is good you can let me know
