Over time or when you bought it? I bought a friend of mine a jar of dried dill and she used it until she found bugs in it. I bought mine at the same time and I didn't see any.

Yup!
It can develop over time depending on where it's stored, yo'ma. I keep my black pepper in the freezer as a precaution and know of someone that keeps all of her spices in the fridge.

moths love all spices especially sesame seeds and not salt. But anything else can get moths.

Yes, especially in paprika and cayenne. I try to freeze some of the spices, and also don't keep them around too long.

Interestingly enough, someone who works in kashrus told me to keep paprika in the fridge. He said that the bugs are ok in the freezer and the cabinets. So, I keep mine in the fridge. I'm not sure why that works though.

Yes. I live in a warm climate and found crawling insects in cayenne pepper, and lots of flies in a jar of sesame seeds. I also found small black bugs in confectionary sugar! Oh, and recently, we noticed tiny ants in the sugar.
I have developed the habit of shaking out some spice (especially those that are used infrequently) onto a plate first to check, instead if directly into the pot.
It's a good idea to keep spices in fridge, but not always practical if you have a small fridge.
