My son's birthday is 27 Tammuz/July 16. What's the best Sunday to have his Upsherin? Is there a problem with cutting his hair and having a celebration during the 9 days?
Also, what are the general prohibitions during the 9 days? Anyone know if making art is ok?

You don't cut hair during 3 weeks and 9 days. You would either do it before or after.
Eta 27 tammuz is in the 3 weeks not 9 days which start on 1 av

Yes. As far as I know there is a problem. You can not cut hair or make a celebration during the nine days. You do it before or after. Think about it. There are no weddings during the nine days, you think ups herons are okay?

my son's birthday is july 12. we made his upsherin after the 9 days and tisha b'av. you can't cut his hair during the 9 days. and we were told we shouldn't cut his hair before he's 3

my sons birthday was during sefira so we did it the first available date which was lag beomer. In your case I don't know if you have to do it the first available day or if you can just wait for a convenient day. It should definitely be after.
