We need to change the windows in our home. They let in too much cold air and are very energy-inefficient. Is anyone aware of a program, government or otherwise, that would help pay for new more energy-efficient windows?

Were do you live. In Lakewood there is a program - can't remember the name offhand - that gives money for things like furnace, roof, windows, bedrooms, kitchens, paiting, etc. It is income based and there is a waiting list (I think you also have to stay in the home X number of years or pay back the money).
One of my SILs had tons of work done on her home through them.
