I'm not an american but I always assumed the Hispanic population was descended from a mixture of the original spanish conquerers of central and south america who intermarried with the local native population. (Hence I never understand why descendants of white europeans think they have more of a right to live in the USA then descendants of native americans)
In a news article I just read Ted Cruz was described as hispanic. Wikipedia says his mother is Irish/Italian and his father's parents immigrated to Cuba from the Spanish Canary Islands. So in reality his ancestry is 100% European. Because he has a spanish surname that makes him automatically hispanic?

Hispanic = Spanish-speaking (language)
Latino = from Latin/South America (geography)
So someone from Spain would be Hispanic, but not Latino.
Someone from Brazil, where they speak Portuguese, would be Latino but not Hispanic.
