Is this in Israel? If so, then maybe she was trying to be respectful of local customs where men and women or husbands and wives do not typically hold hands in public. Or she got her period and couldnt touch her husbands hand before going to the mikvah Twisted Evil

She obviously felt it wasn't the appropriate moment to be holding hands. It would be kind of silly to extrapolate anything else from that interaction. It does look a bit awkward on video but I wouldn't try to glean any info from it. It actually seems like a pretty normal interaction to me.

So, let's say, theoretically, my husband wanted to put his arm around me and I shrugged him off cuz I felt it wasn't the appropriate time and place, what would that say about me?

That wasn't a "slap", she just brushed his hand aside.

DH does the same thing to me all the time. He refuses to touch me in public. I'm lucky if he'll walk next to me. He's hypersensitive about public displays of affection (PDAs). Perhaps she thought she was preventing him from committing a social faux pas.

It would say that you were an ezer kenegdo who was unafraid to give her husband guidance when required. And if your husband accepted your subtle correction, it would say that he had somehow merited a wife who would push him in the correct direction when needed.
