No egg no oil latke - is it possible?

I'm on a low fat vegan regimen for health reasons, but I can eat potatoes.

Can I just shred potatoes and bake in the oven? Add water? Tips?

That would be a hash brown. Put your cookie sheet in the oven to heat it up before placing the shredded potatoes on it. And spray with olive oil if you can do that.

You could try this recipe. The oil listed is only for if you're frying it (I think!).

And like SoW suggested, you could try your usual recipe but with something like a flax egg instead of real egg.
