Is there a bank I can open an account with in Brooklyn that will not issue foreign transaction fees when I withdraw money via ATM in Israel?
Or minimal transaction fee- less than the standard 3%?

I'm not sure if this is still true today, but 3 years ago, when my son learned in Israel, we would deposit money in a TD account. He would withdraw it in Israel, with no fees.

Capital One does not have foreign transaction fees.

Capital bank account/ATM card? Or do you mean their credit card (we don't need that).

ATM card. You can actually open an account online. No need to go down to a branch.
