How do you know if you are eligible do savings affect it or just income?

its income based, but there is a maximum amount you can have in savings.

I used to assist people with this as part of my job. It's not super complicated. IDK if things have changed as I'm out of NY for a few years, but if you do it on the Access HRA app, then you can scan all of the documents that you need to submit instead of sending copies. You will need proof of ID, proof of address, proof of expenses, specifically of rent, and proof of whatever income you have.
