If ds is interested in in person guitar lessons what should I expect to pay? And do I need to buy a guitar for him or can he practice using the instructor’s guitar?

Can't address tuition but your DC will need his own guitar. Lessons are like PT: the instructor shows you what to do, but then you need to practice at home for the lessons to do any good.
You may consider renting a guitar if you think DS may not stick to lessons for more than a few weeks; otherwise, buying will be cheaper than renting over the long haul. You don't need to and in fact shouldn't buy him a top name professional brand at first. A plain garden variety will do, and you may be able to find a decent used one in a pawnshop for a reasonable price. If he continues and gets really good at it, then you can buy him a better quality instrument.
