In my kids' schools, I'm pretty sure they give the prize even if it's not 100% complete. They want to see a bit of effort and caring about it. I think it's a nice way to get kids used to doing things so it's easier for them to do it later. Like my 8 and 9 yos will have a much easier time davening when they have a contest from school, so then it's not as difficult for them at other times.
