OP, so curious where you're coming from that you're Chabad and think an Eruv is a given? Israel I'm guessing?

Chabad (the alter Rebbe) doesn’t hold of most city Eiruvin. It would have to be built according to the alter rebbe’s Shulchan Aruch which that eruv is most certainly not. So I’m not sure what your standard is for a m eruv…
