I've never heard of people using a sink or a hose--I have heard of people using fishtanks but I always thought that was weird. Sorry!
From as long as I can remember I've either said tashlich at the ocean when we spent rosh hashana with my grandparents who live in Brighton Beach--quite literally across the street from the boardwalk and since I've been married, I've said tashlich at the East River. Always on Rosh Hashana.

I have never heard of Tashlich with a hose... I thought that fish had to be living in the body of water that was chosen for tashlich. In fact we always shu away the ducks at our local pond to make sure we can do tashlich correctly and we know the fish get the crumbs not the ducks.

Not everyone lives near the sea, a river or a lake you know.
In my town there is an old well that people use (men) and for the ladies we use the kitchen sink...
Fish are a recommended, but not essential, extra. What's the problem with who eats the crumbs? The ducks can have my aveiros if they like too...

We davka do not throw bread. So fish don't matter.
