milk is best but you can use water I think.

My grandma used to ice with water and confectioneers (powdered) sugar.
Mix water and cofectioners sugar and ready. You can squirt tiny "line" of choc syrup over the icing.. just a little bit............. YUM.

parve milk ... like a tablespoon to a full cup confectionery sugar - you can always add more milk or sugar if needed for a good consistency ...

in a small boll put a bunch of powdered sugar at a little bit of water mix well... it takes some time to get absorbed so mix for a little while, add tiny bits of water for the right consistancy... have no exact measurements...
