Why would the city repair your steps?
(Maybe they would fine you for broken ones being a hazard?)
Why not call a contractor and ask?

You are responsible for it. In Queens, the city decided that all of the sidewalks in our neighborhood to be done if they were cracked. They would either do it for you and charge you for it, or you could do it yourself and then pay for it.
Our landlord decided to hire his own contractor and do it himself.
