The materials you're using are fine. The secret is not to wash windows in blazing sunshine, which makes the windows dry too fast. Also, give the windows a preliminary dry wipedown with a rag or newspaper to remove loose soot and dust, which turn to mud when mixed with whatever liquid you use. Wipedown first, then spritz and wipe again.
