I personally wouldn’t feel comfortable taking a baby that age on the Delaware River but if you are see if Shawnee allows it

We just went pontoon boating on lake wallenpaupek with a one yr old in a stroller

Yes! We just came back today. We went to yeti water fun. People took little kids on boats. I saw 2-3 year olds go out in the water. They have life jackets all sizes.
