correct me if im wrong but I dont think any non frum flour company makes sure their flour is yoshon. how can you rely on that?

There is a yashon app. They have a handbook as well and guide and I am part of a yashon group chat on WhatsApp

It has to do with what flour was available when packaged. We know what the packing date is based on the expiration date.

There's a very dedicated organization (well, it was one person for a very long time, Rabbi Yoseph Herman zt"l) that meticulously researched product by product to find out when they started using the new crop. He then collated that info into a booklet that was updated yearly:

Gold Medal retail bags of all purpose and bread flour (not industrial nor whole wheat) this year are fine as they're from plants that are using winter wheat.
Malt may be a problem starting next month but most bags don't seem to be using malt in their runs from those I've noticed. Some have and some don't, supposedly... But in any case, they should be fine without worry at all now.
