Rabbi Yair Hoffman just had an article about this. The general consensus is that married women and those in the parsha may, but younger girls may not.

I was told married women can if it itches/hurts, or shows out of the haircovering, but better abstain.

Seriously I never heard of woman not shaving in three weeks so interesting . I would recommend waxing before like this you have more time till hair grows in

If you feel degraded and disgusting, shaving is not a problem until rosh choidesh as far as I have been told. That applies to girls as well, not just married ladies. After rosh choidesh is a different story.

I think she meant legs/underarms.

I have a friend whose rav told her to delay haircut if possible (MO)

The way I was taught, woman are allowed to shave in the 3 weeks.
Haircuts are different.

I was taught that the takana of not shaving did not apply to women as they did not accept it as their minhag.
