Never owned eyeliner in my makeup life!
I decided that I musty make up my eyes a bit.
I wear mascara, but am totally clueless with liners.
First of all, what to buy? What to look for?
Second of all, how to apply it neatly? How does it not smudge all over your eyes? How do you make a neat, even line?

I apply it messy as close to my eye as possible.
Then I take a q-tip dipped in eye make-up remover, and clean up the mess.
Such a smooth, clean and perfect line, with no one the wiser

You tube is your friend. There are a million how to videos for makeup application. Search how to apply eyeliner. And what are the different types of eyeliner. If you can't get to youtube then google it. There are many many articles with step by step pictures.

Go to the makeup counter at any department store and have them show you different types (pencil, liquid, gel etc.) and how to apply them.

There are several types of eye liner:
Liquid eye liner is applied with a eye liner brush steady hand as close to the lash line as possible
Pencil eye liner is applied by drawing a line as close possible, you need a good eye pencil sharpener to make sure you get a nice clean line, when it is dull you get a thick line- not as attractive
GEL eye pencil by Trish McAvoy-This is the BEST eye pencil out there as it goes on like a pencil but it stays on all day- even in the pool. I suggest the blue/gray not the black.
Nordstroms has excellent make up artists and stylists.
Macy's is mediocre.
I also like Bloomingdales.

I learned to draw the line as close to the lash line on the INSIDE of the upper lid (not on the top of your eye lid) and a bit along the outer corner of the lower lid

Or Lancôme. At their counter or online.
I don't do the bottom waterline or the top either because I don't think it's prudent to put stuff actually onto the eye itself but to each her own. Of course it gets into the eye.
Lancôme makes good waterproof mascara and waterproof self-sharpening pencils.
They can be removed with no-tears baby shampoo, on a cotton pad or whatever.
It doesn't have to be a neat line. Smoky smudge is ok too. Cotton swabs are handy to have around.
Look at yourself from the side with two mirrors.
Check what's going on in full indirect sunlight, including from the side.

Is you put it inside the eye, I recommend powder eyeliner. It stays longer and is less messy (or easier to remove if it smudges).

Just from a technical standpoint, there are important oil-secreting glands along your inner eyelid, below your upper lashes and above your lower lashes and it is NOT recommended to put eyeliner there.
Some people call this "tightlining" or lining the "water line". This can irritate your eyes.
Makeup belongs on skin!

Op here.
I watched some you tube clips and am so bothered that the liner is applied almost in the eye, on the inside part of the lashes.
I always thought it goes underneath the lashes.
Does everyone do it that way?
I have terribly sensitive eyes and theres no way I can wear liner like that.

I do not wear it like that. I wear as close to lash line as possible. Try to find a tutorial for that, plenty of people wear it that way.
