I used to have Davka writer for my Hebrew fonts, but when I upgraded my computer to Windows 8 my Davka was no longer compatible. Does anyone know how to get a an inexpensive hebrew font that's Word compatible?

I believe that Windows comes with several Hebrew fonts pre-installed, which are all compatible with Word. I don't remember how to activate them, but I definitely have them, and definitely didn't do anything to download new ones.

Times new Roman generally has Hebrew included in the font.

You need to install the Hebrew language and keyboard in the settings.
Once you install it you should be able to toggle to Hebrew using ctrl and shift, using many standard fonts.

As previous posters have said, once you've activated Hebrew language support in Windows, there are a number of fonts that are included that have Hebrew characters. Or, if you want more of an assortment, you can buy fonts from Davka --make sure to get the unicode (UD) fonts which will have full Hebrew support. They have a large package of them for a reasonable price.
