my 10 year old son (behavior and learning issues) was playing with matches at school
and got sent home not sure when he can go back
I am so upset about this
how can I punish him?

If he has behavior and learning issues, surely you have therapists that work with him. Ask them how to teach him not to engage in this risky behavior. Come at this problem from the point of view of "how can I punish him" and odds are very good that one day he'll be setting fires deliberately.
